Regional cost guide
California mini-split cost guide
Much of California is climate zone 3 (coastal/valley varies 2-6). Electricity here runs 33.25 cents per kilowatt-hour, so a typical 12,000 BTU system costs about $991 a year to run. 3 rebate programs below can cut the installed price. Installed prices are mostly national — labor is the part that varies locally.

California HEEHRA Phase I Heat Pump HVAC Rebates through TECH Clean California
Applications paused
Single-family HEEHRA rebates are fully reserved statewide and no new single-family income verification applications are accepted; approved reservations and multifamily applications continue to be processed.
Mini-split coverage unclear
Packet text says heat pump HVAC and heat pumps for space heating/cooling, but does not name ductless or mini-splits.
Income-qualified program
Single-family households at 80-150% AMI may qualify up to $4,000; single-family households below 80% AMI may qualify up to $8,000; multifamily properties are income-qualified under HEEHRA program rules.
Single-family heat pump HVAC rebates up to $4,000 or up to $8,000 by income tier; multifamily HEEHRA rebates up to $14,000 per unit for qualifying electrification measures including heat pumps for space heating and cooling.
- Equipment
- Heat pump HVAC systems for income-qualified single-family homes and heat pumps for space heating and cooling in income-qualified multifamily properties.
- Efficiency
- ENERGY STAR certification is required where certification exists; beginning January 1, 2026, eligible residential and light-commercial HVAC systems must use refrigerant with GWP of 700 or lower.
- Install
- Rebates are only available through TECH-certified and HEEHRA-trained contractors; single-family rebates were fully reserved statewide as of February 24, 2026 and no new single-family income verifications are accepted, while approved-reservation and multifamily applications continue to be processed.

Market-rate heat pump HVAC incentives ranged from $1,000 to $1,500; equity heat pump HVAC incentives ranged from $3,500 to $4,000; air-to-water heat pump incentives were $3,500 standard or $5,000 low-GWP.
- Equipment
- Retrofit heat pump HVAC and air-to-water heat pump technologies in existing single-family California homes.
- Efficiency
- TECH heat pump HVAC incentive and demand response requirements applied.
- Install
- Incentives were only available to residential electricity customers working directly with a TECH Clean California contractor; TECH is no longer accepting heat pump HVAC or heat pump water heater incentive reservations.
Federal credit timing and state-program caveats are covered in the mini-split rebates and tax credits guide.
Code Notes
- The 2025 California Building Standards Code, Title 24, is effective January 1, 2026 through December 31, 2028, and the 2025 Energy Code applies to buildings whose permit applications are submitted on or after January 1, 2026.
- California permit authority is local; CSLB directs contractors and owners to the local building department, and Mountain View provides a local cost point where a High Performance/Heat Pump HVAC Replacement Permit is priced as the electrical fee plus the mechanical fee, with current $74 issuance fees on electrical and mechanical permits.
