Typical Sizes And Installed Cost
Equipment, materials, electrical work and permits are priced the same everywhere. Only the labor line is adjusted to this state, which is why these ranges sit close to the national ones.

The current 2026 program page provides assessment, participating-contractor, approval, and current-amount routes; incentives require a confirmed reservation and remain subject to change.
Covers mini-splits
The current incentive sheet expressly publishes Mini-Split HP tiers and additional indoor-unit amounts.
Income tiers affect amount
Standard Home Performance has no published income ceiling. Assisted Home Performance is available to income-qualified owners and renters through their landlord; the current public page does not expose a numeric ceiling. Military and active-duty first responders have no income requirement, and a separate Downtown Development District eligibility route is published.
Ducted heat pump: $800 standard / $1,200 assisted for tier 1, or $1,600 / $2,200 for tier 2. Mini-split: $550 / $1,000 for tier 1 plus $350 / $600 per additional indoor unit, or $1,100 / $1,700 for tier 2 plus $550 / $900 per additional indoor unit. - Equipment
- Qualifying ducted air-source or mini-split heat pump installed in a participating Delaware residence after the program's Home Performance assessment and rebate-reservation process.
- Efficiency
- Ducted tiers are at least 16 SEER2, 11.5 EER2, and 7.8 HSPF2 for tier 1 or 17 SEER2, 12.0 EER2, and 8.2 HSPF2 for tier 2, with separate 4/5-ton thresholds. Mini-split tiers are at least 17 SEER2, 11.7 EER2, and 8.2 HSPF2 for tier 1 or 20 SEER2, 12.0 EER2, and 8.6 HSPF2 for tier 2.
- Install
- Complete the Home Performance assessment, review the assessment with a program-participating contractor, use that contractor for qualifying work, and obtain the program's rebate reservation. Standard HVAC incentives are capped at the listed amount or 50% of installed cost; assisted incentives are capped at the listed amount or 75%.
Federal credit timing and state-program caveats are covered in the mini-split rebates and tax credits guide.
Code Notes
- Wilmington requires a permit before work starts. Its current building application lists $12 per $1,000 of construction cost, $20 per trade used (including electric, air conditioning, heating, and mechanical ventilation), and $50 for a Certificate of Compliance. The local authority must determine which trades, inspections, and other fees apply. This is a Wilmington planning data point, not a statewide Delaware fee.
