Regional cost guide
New York mini-split cost guide
Much of New York is climate zone 4 (metro) / 5-6 (upstate). Electricity here runs 29.93 cents per kilowatt-hour, so a typical 12,000 BTU system costs about $892 a year to run. 2 rebate programs below can cut the installed price. Installed prices are mostly national — labor is the part that varies locally.
- Residential rate
- 29.93 c/kWh

Typical Sizes And Installed Cost
Equipment, materials, electrical work and permits are priced the same everywhere. Only the labor line is adjusted to this state, which is why these ranges sit close to the national ones.
| Size | Equipment | DIY installed | Pro installed | Source |
|---|---|---|---|---|
| 9k BTU/h | $900 to $1,900 | $1,670 to $5,015 | $3,361 to $9,177 | National ranges, with labor adjusted to this state |
| 12k BTU/h | $1,000 to $2,400 | $1,820 to $5,665 | $3,741 to $10,289 | National ranges, with labor adjusted to this state |
| 18k BTU/h | $1,400 to $3,200 | $2,320 to $6,715 | $4,588 to $12,262 | National ranges, with labor adjusted to this state |
| 24k BTU/h | $1,800 to $4,200 | $2,870 to $8,015 | $5,484 to $14,485 | National ranges, with labor adjusted to this state |

Incentives
UTILITY_REBATE
NYS Clean Heat Statewide Heat Pump Program
Applications open
Program manual covers 2026-2030 incentive tables and the packet source lists current participating-contractor process.
Covers mini-splits
Packet eligibility explicitly includes mini-split heat pumps.
Income-qualified program
Some utility categories vary for disadvantaged communities and housing type; utility program rules apply.
Version 2 manual amounts vary by utility and category; ductless-relevant 2026 ranges include Category 2 full-load ccASHP about $3,000-$8,000, Category 2b with decommissioning about $5,000-$12,000, and Category 4 partial-to-full-load about $1,000-$4,000 depending on utility, dwelling type, and DAC status.
- Equipment
- Cold-climate air-source heat pump systems, including mini-split heat pumps and central air-source heat pumps, listed on or meeting NEEP cold-climate criteria.
- Efficiency
- NEEP Cold Climate Product List or criteria stated in the NYS Clean Heat Program Manual.
- Install
- Participating contractor and utility program process; active utility account contributing to the System Benefits Charge.

NYSERDA EmPower+ with Home Electrification and Appliance Rebate
Applications open
NYSERDA publishes EmPower+ and HEAR heat pump incentives with home energy assessment intake, with no closure stated.
Mini-split coverage unclear
Packet text says heat pumps and related home electrification upgrades, but does not name ductless or mini-splits.
Income-qualified program
Income-eligible owners and renters; low-income and moderate-income project caps vary by region.
HEAR maximum incentive limit for heat pumps is $8,000.
- Equipment
- Heat pumps and related home electrification upgrades for income-eligible one- to four-family households.
- Efficiency
- Program contractor determines eligible upgrades during the assessment.
- Install
- Starts with a home energy assessment; contractor determines eligibility before project start.
Federal credit timing and state-program caveats are covered in the mini-split rebates and tax credits guide.
Code Notes
- Outside New York City, permitting is local, but the Department of State says the Uniform Code applies in every part of New York except New York City, which may retain its own code.
- New York City differs sharply from the rest of the state: DOB NOW uses Mechanical Systems and Electrical permit types, NYC requires permits for installation or alteration of heating, ventilation, and HVAC systems, and most electrical work must be filed by a DOB-licensed electrical contractor.
- The 2025 New York Uniform Code and 2025 Energy Code became effective December 31, 2025 for building permit applications, and the adopted Uniform Code includes the 2025 Mechanical Code of New York State.
- Planning permit-cost range outside NYC is about $175-$400+ for a simple ductless mechanical/electrical permit and inspection set; Rochester supports the low end with building permits starting at $75 for $0-$2,000 of work and a $100 heat-pump equipment/system electrical inspection.
