Regional cost guide
Ohio mini-split cost guide
Much of Ohio is climate zone 4 (south) / 5. Electricity here runs 19.52 cents per kilowatt-hour, so a typical 12,000 BTU system costs about $582 a year to run. One rebate program below can cut the installed price. Installed prices are mostly national — labor is the part that varies locally.
- Residential rate
- 19.52 c/kWh

Typical Sizes And Installed Cost
Equipment, materials, electrical work and permits are priced the same everywhere. Only the labor line is adjusted to this state, which is why these ranges sit close to the national ones.

| 9k BTU/h | $900 to $1,900 | $1,670 to $5,015 | $3,172 to $8,684 | National ranges, with labor adjusted to this state |
| 12k BTU/h | $1,000 to $2,400 | $1,820 to $5,665 | $3,525 to $9,742 | National ranges, with labor adjusted to this state |
| 18k BTU/h | $1,400 to $3,200 | $2,320 to $6,715 | $4,331 to $11,607 | National ranges, with labor adjusted to this state |

AEP Ohio High Efficiency for Low-Income Program (HELP)
Applications paused
AEP Ohio says HELP applications have been paused for 2026 and to check back in fall 2026 for 2027 assistance.
Covers mini-splits
AEP Ohio HELP 2026 contractor training explicitly lists ENERGY STAR Mini Split Heat Pump as a retrofit measure with a published incentive row.
Income-qualified program
AEP Ohio HELP serves current AEP Ohio residential electric customers in CAP or SLP. CAP income requirement is customers at or below 200% of the federal poverty level; SLP income requirement is customers between 201% and 300% of the federal poverty level. Eligible properties include single-family homes, townhomes, manufactured homes, and separately metered multifamily dwellings, with landlord authorization required for renters.
2026 contractor training lists ENERGY STAR heat pump average measure plus labor cost at $15,000 with CAP and SLP incentive per unit at 100% of cost; ENERGY STAR mini split heat pump average measure plus labor cost at $20,000 with CAP and SLP incentive per unit at 100% of cost; and ENERGY STAR heat pump water heater average measure plus labor cost at $5,000 with CAP and SLP incentive per unit at 100% of cost. The training notes actual heat pump, mini-split heat pump, and heat pump water heater costs and rebates vary by project and require preapproval.
- Equipment
- Program-eligible AEP Ohio HELP contractor-install measures for current AEP Ohio residential electric customers include ENERGY STAR heat pumps, ENERGY STAR mini split heat pumps, and ENERGY STAR heat pump water heaters.
- Efficiency
- 2026 HELP training materials identify the applicable retrofit measures as ENERGY STAR Heat Pump, ENERGY STAR Mini Split Heat Pump, and ENERGY STAR Heat Pump Water Heater. The AEP public HELP page says upgrades are recommended by the energy assessment.
- Install
- AEP Ohio says HELP applications have been paused for 2026 and to check back in fall 2026 for 2027 assistance. For the 2026 contractor program materials, a HELP home energy assessment identifies eligible measures, contractor-install measures require recommendation and price quote preapproval to assess program coverage, and AEP Ohio authorized contractors or in-network contractors perform the work.
Federal credit timing and state-program caveats are covered in the mini-split rebates and tax credits guide.
Code Notes
- Ohio's Residential Code of Ohio is published under Ohio Administrative Code 4101:8 and includes mechanical administration, general mechanical system requirements, heating and cooling equipment, fuel gas, and electrical chapters. Certified Ohio building departments and certified personnel administer and enforce the Board of Building Standards rules locally, so the authority having jurisdiction decides whether a heat-pump project needs mechanical, electrical, or related permits.
- Ohio mechanical permit fees are local, not statewide. Cleveland provides a municipal data point where its HVAC fee schedule lists a $50 minimum permit fee for one-, two-, and three-family dwellings, $50 for repairs, alterations, or extensions of central heating and/or air conditioning systems, $50 for each central heating and/or air conditioning system installation, plus a 1% state surcharge for one-, two-, and three-family dwelling permits. Actual permit scope and fee are decided by the local authority having jurisdiction.
